Experience of interaction with Hiring manager/ Business Interview

Comment : As per initial discussion with recruitment consultant expected CTC along with current CTC was informed.
Thereafter called for the first round, I was surprised that no one from the HR department has done any discussion which is normally standard practice and first step in any interview of candidates.
It was very clearly discussed during the interview 2 rounds with hiring manager regarding the expected CTC and reason and justification for same in which they agreed. Thereafter I got first call from HR department that I was selected and they asked questions regarding current CTC and expected CTC at this stage which is not justifiable and started doing negotiation which is not a respectable negotiation. HR representative mentioned that candidates normally join even at same package ! Further, the way of a team is not a professional approach when they are hiring experienced professional candidates.
If they have any issue with CTC expected by the candidate, then this should be discussed as First Step not in the last after finalization (almost 1.5month procedure of various discussions and rounds).
